OIL LEAK AT FUEL PICK-UP PUMP RTV 1100

I just installed my SECOND mechanical fuel pick-up pump and,i still experience an oil leak. i sent the first one back,and now,the replacement has the same issue,,,,the oil is coming out where the "tickler" or mechanical pump (used for priming) shaft runs through the fuel pump,it is not sealed to the inside crankcase,i find it hard to belive that i now have 2 defective new pumps? i now,suspect pcv problems? (excessive crankcase pressures),does anybody have any input for me? thanks in advance...
