My 2017 kubota 1140 RTV will max out speed at 12 mph.

I recently purchased a used 2017 Kubota RTV 1140 that is having issues with the transmission, the Kubota dealer inspected it and said it may need a new transmission. Well, anyway, the RTV will currently move at around 12mph max and is supposed to be around 22 to 24 mph. It backs up and goes forward properly in all gears 2x4 n 4x4. Apparently due to the inability of it to achieve maximum speed, the dealership has diagnosed the issue as it needs to be replaced at 9k, yes, 9k$. Uggh. I need...
