1963 Massey Ferguson 203 won't steer

I have a 1963 Massey Ferguson 203 Industrial that I have rebuilt. Now that I have it running I can't get it to steer. I flushed the power steering pump because it had some kind of gray fluid in it and I replaced it with ne power steering fluid. when you try and turn the steering wheel the wheels will not turn and fluid comes out of the top of the steering shaft.
