turtle/rabbit switch issues

My TC40DA doesn't want to shift from low to high speed range with the "turtle-rabbit" switch. Both the main switch and the one on the loader lever seem to work in that either will make the other light switch from one to the other and I can hear the relays clicking each time. Could it be the solenoid switch and if so, where is it located and how can I trouble shoot it?



Any advice would be greatly appreciated!
