Kioti LK 3054 Power loss

LK3054 lossing power. The tractor will not climd small hills ect. The engine is not effected (RPM stays steady)but the tractor just wont go. Checked fluid levels replaced fuel filter. I was told the hydraulic oil filter may be the issue. If so does anyone know where it is located and proper procedure for replacing?
