New Holland 650 twine arm issues

I have read Mike 10s information on the auto-wrap. The auto wrap process starts however the twine tubes do not fall into position to begin tying the bale. If I use some force with a broom handle the arms will fall into place and return as they should. If have missed something that has previously been posted I apologize in advance. Any help would be appreciated.
