1999 Vermeer 504L Round Baler

I am needing some help, if there is someone out there that might be able to give me a little advice.

I have a 1999 Vermeer 504 L baler with the hydraulic tie mechanism. I am unable to get it to work

under normal operating speeds. Have tried just about everything I know but nothing has worked.
