Bale tension question

I have a Hesston 4600 inline baler and am baleing some grass hay.  I currently don't have any bale wedges in the bale chamber.  The tractor I am using is under powered (it is only getting about 82 strokes per minute) so I figure the hydraulic tension is not getting as high as it could due to the pump not running fast enough.

 

Here are my questions:

1) will 4 hay wedges help a lot or not much?

2) now necessary are hay wedges in grass hay?

3) will hay wedges solve my problem or should I be looking at a bale skie?

4) Is this just a problem of not having enough PTO hp or even with a stronger tractor will I still have soft bales w/o wedges?

5) does anyone know if NH wedges will fit Hesston/Massey square balers?
