Bottom Bales

In spite of our best efforts, we continue to have bottom bales with some or a lot of surface mold. These square bales are stacked over gravel and plastic or stacked on pallets over plastic. The bales stacked above are perfect.

My question is, in as much as we are hand stacking in the first place, rather than sell these bottom bales, what’s the harm in using them year over year for essentially a barn floor - stacking on top of them?
