Massey 1080 Steering Problem

I have an old (75ish) Massey 1080, and come winter it is almost impossible to steer. Everything works fine spring to fall, but come sub zero temps and you need Charles Atlas to steer it. I have replaced the pump last year, and it made little if any change.This year I replaced the pump oil with ATF, it made a small change, but still very hard to steer. Any Ideas ??
