Grinder mixer excessive dust.

I have an old artsway grinder mixer at home. I was trying to grind some hay with some grain for some calves and sheep but the amount of dust coming out of the collector was nuts. It was dropping a lot of chaff from the hay. Is this normal or is there a way to minimize it?
