650 new Holland baler update

Well I'm gonna bale with it for the first time this Saturday weather pending. I finally got everything done to it. Got the cylinder off and rebuilt and charged and pressure set at 1800 psi. Tightened all chains to what my manual stated. Replaced a few pickup teeth. Okay my question is on the left side of baler behind the shield that is held on my 3 bolts there is a little pulley that I think is called the idler pulley. Looks similar to the one on a pickup truck. Are you supposed to be able to turn that pulley by hand with chain on it. It is adjusted to specs in manual. Has a little side play in it. Just gonna check before I use it. Thanks guys
