Vermeer 604M baler problems

I have a 604M that is producing a loose outer layer. About 6-8 inches of the outer layer. The core out to about 55-60inches is solid. We have checked the bale density springs. We have checked the bale density system for leaks and the cylinders for seal blow by. We have bled the system and getting correct measurement and proper gauge pressure. We have adjusted the net wrap brake to factory specs. What are we missing? I was wondering if tightening the net wrap brake above specs would help? It is so loose when we pick up bales we are pushing the core out.
