Carted chain harrow

I am thinking of buying a carted chain harrow.  I am looking at buying a new 2020 Delta 24' manual fold, or a 2013 Redline 30' hydraulic fold.  The worse thing is anything that is here in Wyoming is way over priced, so I am looking at some that are in Easter Iowa.  From what I understand the tines on the Redline are in decent shape; of course to the seller everything is all kinds of wonderful.  Does anyone have any experience with either of these brands, and if you were buying, would you buy the new one or the used one.  It is about $1300 more for the new Delta.  I am kind of leaning towards the Redline just because it is cheaper.
