Dry matter yield test??

I was looking at certain dry matter yield data for different orchard grasses. My question is when they call it dry say 3 tons per year yield. Is that at zero moisture in the hay or is there a certain moisture they are at to give there yield data?

To me dry matter is zero moisture but, just want to make sure I'm reading it right.
