Br780a net wrap

I have a br780a that will not start net wrap. When you press extend button I get error 1. It will retract when retract button is pressed. If you swap wires to run the manual override rocker switch it works. It's been upgraded to the relay kit in place of the solenoid. I have load tested the wiring from the tractor harness to the baler controller, actuator, relays, all wires. I've checked actuator home position. I get no support from New Holland dealers in my area. Anybody got any ideas what's wrong?
