DC163 Case IH. Light hay - help

We have a DC163 mower conditioner, this is our second year with it. We have a few Meadows that are thin and light, I can not figure out how to get the swather set to do anywhere near a decent job. No doubt it seems to be blowing it down and we have tried slowing down the rpms 200-300, having no luck so far. Looking for ideas if anyone has any!? Cuts good in heavy grass, but still doesn't cut as clean as our DCX131.
