MW baler hay loose

Twine around hay seems to stop short on the right/passenger side. The adjuster is all the way to the end has wing nut to change positions. see picture and maybe I can fix it, hay does drop off slightly when moving it.[attachmen t=79194:IMAG2714.jpg] tried to post picture hopefully they appear when clicked on.
