When they are talking about hay being at 40% moisture they really are saying, for that climate, the hay will be no lower moisture than 40% when the measured humidity is in he 90% range, (when measured down next to the windrow or swath. )

Dan Undersander has some interesting graphs that illustrate how the hay is curing. The average moisture will be an average of the stem moisture and the leaf moisture. Seldom are the leaf moisture and Stem Moisture be equal in production hay baling.

Read them both and then study them both.  I used a copy machine to copy each graph and then copied it again to cover a full page with the graph.  
Remember these graphs are illustrations and in the real world will have a wide zone not a thin line. 
Remember Operator discretion is important.
