Having trouble with John Deere 336 knotter

I have a 336 baler that never had any problems. When I went to use it today the right knotter is not working. I did some research and the thing I have tried have not worked. The pictures below is what it happening hard to explain but it's making a half hitch around twine and never tiiein as a knot. The twine never ends up in the twine disc.
The things I tried
Bale tension
Bill hook tension adjustment
Adjuster wiper arm
