Dusty hay--what am I doing wrong?

Our timothy and orchard grass hay from our 2 1/2 acre hobby hay field is often quite dusty. We have gopher mounds and high spots, and with the sickle bar mower I often cut through them. Should I be able to avoid this? Am I setting it too close to the ground? Also, with our antique hay rake I often have the "pick-up tines" hitting the ground--I feel like I need to have it that low to get good pickup. Should I be able to keep them off the ground and still get adequate pickup?
