3630 Spra-Coupe

My uncle bought a 3630 Spra-Coupe a couple of weeks ago that is equipped with a Raven 440 flow control. The coupe had been sitting for a couple of years and I have been going thru it front to back in an attempt to get it operational.
I know nothing about sprayers, but am a fair hand with wrenches, fluke meters, anything mechanical and most things electrical.
I have not taken the (main) flow control valve apart nor the turbine yet as they MAY not need attention. The Raven unit in the cab has a sticky button that needs attention prior to getting to work on the valves/turbine, so running it in self-test mode is not an option at this time.
The boom flow control valves work (now) and I can make the sprayer work while stationary, but don’t know if it should?  So, the question is: is the flow control normally open, normally closed, or what? With the Raven set for 10 GPA, and unable to enter self-test to “fool” it into thinking it is moving at any particular speed, should it be spraying fluid? The Raven thinks it is stationary, so should it be allowing fluid to pass?
The flow meter appears to be working, but I don’t know about the valve yet.
