Massey 2846a net wrap troubles

My new to me 2846a is having trouble feeding net sometimes. I’ve only baled 40 or so and about 8 or more it didn’t feed the net. The actuator appears to be extending fully and everything else appears ok. I’m hoping maybe someone here is familiar with these and could give me some places to check. The belly plate? That feeds the net has never been shimmed up but appears to be tight enough. I need to check again when there’s a full bale to see clearance. I don’t know what else to check. Most of the time you can make it cycle again and it will take it the second time around. I think it’s not grabbing it.
