Stemy hay

I have a field that's mostly Orchard grass. Like everyone else I'm baling it a month later than normal. As a result the hay is tall and stemy. I cut it on Tue let it lay Wed and tedded Thur and plan on baling today (fri). When I do the normal test for dryness by grabbing handful and twisting with both hands ..like peddling a bicycle ...and then trying to snap it into two clumps it doesn't break like it normally does. Is this hay still okay for horses? Or cows for that matter? Thanks
