Trouble with 1033 new holland bale wagon

I have a 1033 wagon that I bought a month ago and never used. I hooked it up to a tractor and kicked the pto in and the bale pickup header will not drop to the ground. With the pto running the feeder Chain is running. When I pull up on the leaver the chain stops. I unhooked the hydraulic hose from the cylinder and it still will not drop down. There is nothing else holding it up except for the cylinder I have looked it over good. Any ideas
