Hesston 565A Baler -Twine Feed

The twine tension on my bales is uneven.  The first pass (out) seems to be slack in the middle of the traverse,  with loops under the wraps when the arm comes back in.  The return tension is tighter.  I've fiddled with the final tension plate springs, but no change.  The arm traverses smoothly in both directions.  I'd like to get more even tension throughout the tying operation. 

Any suggestions?
