I need some advise

I'm having trouble getting a good tight bale I just bought a Vermeer 5400 rebel twine tie trying to start custom hay and I cannot make a tight bale I've tested the self contained cylinder it was ok tightened the density all the way down adjusted the string and made not so pretty bales was in some pretty thin Bermuda grass tried low rpm going a little fast high rpm going fast and slow low rpm slow only I'm running out of options so any help on this would be greatly appreciated
