Haybine splice issues.

I have a new holland 479 haybine thats been going good for several years now but I just replaced all the guards and the sickle bar and now it's bunching up where the spice is in the bar... I bought it from shoups so it has the top and bottom bars that bolt on. It's almost like the bars are causing it to not cut for some reason. Any ideas?
