Hydraulic accumulator recharge

So the rear bale tipped on my Tanco autowrap 580s hasn't returned up after a bale since I bought it last year. There was some hokey hydraulic line work that I believe straightened out according to the owners manual however I can not seem to get the accumulator filled or bled or whatever you want to call it so that it returns to the up position after a bale eject.

Is there some secret procedure I can't find on the net? See pictures of the tipper and then I assume will fix my cut cylinder as well the same way.
