NH 654 pickup trouble

Hello all. On my nh 654 baler my pickup jumps up and down when not feeding any hay. I assume this is my stuffer causing this because nothing seems loose. It doesn't seem to do it with crop feeding in unless very light. I noticed there was a counter balance on the stuffer under the machine. My book doesn't show how to adjust this but I thought about marking it and trying to move it somewhat to see if this helps. Is this normal for the machine? Should I spend any time in it? Any advice is always appreciated. Also it is the mega wide pickup if it matters.
