NH Balewagon 2nd table stops midway, sometimes drops

My 1034 PT stackwagon has an issue with the 2nd table. When the 2nd table is tripped, it will go up 2-3' and then stop. Periodically it drops a foot or so and then stops. I can manually send the 2nd table up to the top after that. I recently replaced the worn out 2nd table cylinder. It did this before replacement and after. Any help is appreciated.
