Mowing Stunted 2nd Cut Early?

Hey guys, we took our first cut of Orchard Timothy native grass mix here in Massachusetts off between the first week of June and June 15th. The regrowth on 2nd cut has been only about 1 foot in the past month if that, due to the lack of rain we have received. I think the grass has been stunted and I do not feel it is going to recover for a good 2nd cut let alone a third. What someone recommended was to my second cut now even if it is only 20 Bales per acre and not the normal 60 just to get it off and promote regrowth of the grasses. Has anyone ever done this before? Any thoughts or ideas on this? Thanks in advance as always and look forward to everyone's ideas.
