newbie protein question (west v. east)

I am told dairies in the Midwest import a lot / all of their hay because the protein content out West is unparalleled. I am at an organization (northern Indiana) where some acres are transitioning to organic... looking to understand markets. Would local organic dairies be interested, at all, in our local organic hay? Even just to mix in with other hay?

 

What is it about the West... strictly climate? Soils?
