1431 roller settings? Long time to dry....

This is my first mow / conditioner and I'm not happy with the dry time on the hay. I thought the hay would dry faster when conditioned. But we seem to have the opposite. In fact it would appear the hay mowed without the conditioner is drying faster. I read the book , but have not found any help.
I'm mowing typical mix of grasses for Mo. Not real heavy. I have the windrow shields open as far as they will go and the swath gate at midway.
As the hay starts to dry , the top will progress fine, but the underneath does not.
So, what am I doing wrong?
Could the rollers be set to loose?
