NH 575 flakes per bale

I am baling some heavy Bermuda windrows, trying to make some 36 in bales,
They are packed tight with around 19-20 flakes 1-1.5 in thick per bale.
These windrows are so heavy I am in 1 gear and 540 on the pro, the windrow is
About 20 ft raked with a twin rotary , can't get them smaller. Is smaller windrow from some
Other type rake the only answer to making a 15 flake bale ?? How do adjust flakes per bale ??
