Reclaiming a field for orchard grass

I have a neighbor with 40ac of pasture ground that has not been used in years. It's bushhogged once per year currently.

Over ran with lots of broad leaves and looks like crap.

Currently collecting soil samples .
Going to put orchard grass in
In the past I have sprayed and no tilled
Have also done it old school tilled and put it in. A lot of work and pain.

I have access to either planter.
Which process give a better stand and what do you guys and gals recommend?

I don't care about the work I just want the best stand I can get
