Planting alfalfa do I need to till?

I cut all my oat hay and want to put alfalfa in ASAP to get a strand going to get a cutting next season. I don’t have a no till drill but was wondering if I harrow the field will it make a good enough soil bed?Or do I have to disk the field and harrow? I just don’t have the time to disk right now and I can’t find a smaller no till drill anywhere
