Cheap Tonnage quantity not quality

So we do alot of waterway hay. Most of the guys who buy from us dont care about quality. It is simply filler / grinding hay. We are looking for something that we can possibly overseed or no till into our grass ground / waterways. We're looking for quantity not quality. But would also like it to be something that will come back year after year. Any suggestions? Or are we better off to stick to good old waterway mix?
