Hay to dry for round baling

If hay is cured and is too fine, short and dry to round bale
And nighttime humidity does not get to 30% until very late

Will it spoil if baled with dew early in morning?

By 930 it will be grinding to dust and flying everywhere

I tried a couple and my probe read 32% so I waited until later, but this only gives me an hour.,,

Ideas? Advice?
