Accu-tie problem

I just got a Vermeer Rebel 5400 with Accu-tie. Everything seems to work great, but the tie system doesn't engage. It beeps that it's full, but the tie arms want extend. I can get it to start tying, but I'm getting bales that are only tied on the ends.
