Cutting orchard/brome 1st cutting before stem

It is getting more and more difficult to sell first cutting grass hay if it has stems here. So I was wondering something. If you cut the hay before the stem is there a chance a stem would grow on second cutting if you waited to long? 2nd and 3rd cuttings don't grow stems here. Though cutting here before the stem grows would half first cutting production never mind the higher chance of rains cutting earlier.
