Bought an A&L Hay fluffer on an auction, When do I use it after I cut?

I bought a hay fluffer on an auction quite reasonably. Main reason I bought it I thought it would work nice for picking up the end rows that get run down when cutting the hay, but would like to use it more than that if it works like they say. It's an A&L Model. My question is #1 when I do fluff the hay after I cut?  #2 do they still make parts for this machine, having a hard time tracking down the company that made it.
