eccentric reel shaft removal 479 nh

The reel chain is loose and needs to be tightened up on my 479 Haybine but the eccentric reel shaft is frozen and won't rotate to tighten the chain.I have soaked with PB blaster and heated up with torch and beat on it with big brass pin and BF hammer and no move. Its just a hair from being able to put 1/2 link in any tricks or things to try?
