Hesston 5580 Bailer problems.

I have a Hesston 5580 round bailer and it wont make a good firm heavy bale.

 

What can I adjust or add to this bailer to help out?

 

I haven't measured my belt lengths in a while.

 

I would like to make a 1200 LB bail out of grass mixed alpha.
