BR 740 bale density problem

I had a leak on my density cylinder so pulled and rebuilt. We hooked hose and filed system by cycling cylinder 20 times, pressure gauge worked when raised up to about 2800psi. Baler won’t roll tight bales now and pressure gauge doesn’t read more than about 250 anytime during baling. Baler is fairly new to me and I don’t think it ever showed pressure but it did roll tighter bales. Any thoughts and help would be appreciated!
