Net wrap problem

I have a NH 7060 baler with netwrap" It is a good baler and does,a,nice job. I am satisfied with it . I do have a problem with my netwrap when it get very low on the roll. I would say when 1/4 to 1/2 inch of wrap remaining on the roll. Then the net is not picked up by the bale when the actuator is the engaged. Seems the net pulls back from the duckbill and hence the problem. Just wondering if anyone has had this problem and would have any suggestion.
